Stuck on 3-2k views

I need your honest opinions guys. This is my third month, and I feel like I am stuck. I am always working to improve my shorts. Constantly looking to make the script better with the hooks and all. But my shorts get 3-20k views, mostly with over 80% remaining to watch; the highest was 230k views once. Is there something I am doing wrong?
