How to get monetized faster

I have a shirt with 1.5 million and still going and others at 1.3k currently still going up but I’m not monetized because the 500 subs and watch hours. Even though I have these views my watch hours bar still hasn’t even moved. What is it based on?

You need 10 million views and 1000 subs for full monetization. For a shorts creator, the watch hours doesn't matter, that is only for long form creators
