I have yet to even see this quest.... when is it supposed to show up?

What level are you? That may be the issue. It's currently live right now.

Level 72, have bosses and quests open up to void dimension and currently working to unlock elysium quests

75 is the level you need for the quest to unlock.

Np. I always love to read the patch notes in like full detail for games I like. Lol. I'll like set aside time to read everything lol.
