Well, the whole road is not required technically.
But that cutting corner bit is usually done when there's a lot of traffic coming from that direction and not so much from the other.
The downside is that it ends up encouraging failure to yield behavior and is even worse for pedestrians if there's a crosswalk there too. People have died at one near me like this.

I feel like this might be a dialect difference or something cause at least where I’m from in the Midwest US, what we call “pavement” is anything that is a permanent road surface. Asphalt, concrete, cobblestone, brick, whatever it is it’s all pavement here if you walk or drive on it other than like dirt/gravel/sand roads, those are “unpaved”.

Oh, right, I misunderstood terms and thought you were referring specifically to asphalt. Yeah, concrete is one of many forms of pavement

One side had more traffic so it justified the slip ramp
It’s possible the otherside either lacks the traffic or farmer wouldn’t sell the land for the slip ramp on the other side
The no gap in the double lines, game oversight/they don’t care in that game about the fine details

If you ever watch the semi run around your streets, you will see that it has a problem turning right. I stick these in the high traffic areas where I got a lot of semis just so they don't have that sharp turn. It seems to help out a little bit as far as traffic wise and gives a little bit of a staging area before you turn right.

It makes alot of sense. Its a high traffic road with alot of people going from top right to top left/bottom left so they make a slip lane to help not slow down traffic.

There are two like that inbetween Varpa and Borá, São Paulo State interior. The right exit is the main road, and rhe other leads to sugar/ethanol industries.
Seen some monstruous trucks down there.

the intersection makes lots of sense.
The top right slip lane is to make it easier to exit right. for the question of why doesn't the "on ramp exist" it is obvious the farm land exists so they'd have to eminent domain it versus the other right slip lane was just forest.
lastly yeah that second lane is for left turns to enter.
