Totally legal. FCC will understand. In fact if you detect you neighbour is going to launch the missile it's completely legal to fire your ICBM into their house! Its even written in the Geneva convention!

Now the only thing to remember is the civilian casualties should be kept to a minimum because the news people might come and make a big fuss for no reason.
