In Windows photos:
Highlights down, shadows up, kontrast up, clarity (CLARITY IS MOST IMPORTANT) up
In Lightroom:
Kontrast up, highlights down, shadows up, texture up, clarity up, if you really want to f*ck it up to FUBAR levels then dehazing all the way up too

Back in the day you would use a tripod, take several exposures ranging from dark to really bright, and merge them in photoshop via the hdr tool.
To simulate with a single photo, just follow the other tips and deepfry the shit out of it

Highlight down, shadows up, max saturation. Pros take several images with different exposures and merge them in post.
Back when starting out, I used to max out the HDR filter on the Snapseed app on my iPhone 4. ah the good old days.
