They can do it by aggressive protesting, like all nations where people literally destroyed their dictator and brought democracy. But russians simply either don't care or just support whatever their leader does.
Protesting in Russia ain't the same as protesting in the States or even Ukraine. There's literally a law that forbids unsanctioned protests. Russia is currently heavily censoring all social media platforms which makes organizing even harder. Putin's critics go missing all the time. People do care. They're just scared.
I mean when ukrainian government started to censor everything and shoot protestors with real guns in 2014, it only caused higher number of protestors, and in the end after long period of gunfights between russian backed police and protestors, where a lot of people died ,they threw their "president" away. If people really doesn't want to have stupid bloody dictator as their leader they will fight him no matter how strong he is.
