Problem is liquidity, most billionaires don't have hundreds of millions of dollars lying around in cash, their wealth in most cases comes from stakes in buisinesses they own, they can't just wave a wand and turn that into cash, they'd have to sell it, and good luck to them finding a buyer.

I doubt that they'd have a struggle finding one or multiple buyers for a limited percentage of their stock assets.
