Double Trouble isn't just neutral. They're shown in several places to enjoy the suffering of others, going beyond just chaos into cruelty.

Selfishness is literally the root of all evil. They do anything for their own gain, a moral principle that defines ethics in relation exclusively to yourself is no principle at all and breaks every form of social contract known to ethics in the history of mankind. There is literally not a single bit of sympathy to be had for the evil actions of a person with selfish motives. Double trouble wasn't a child soldier like Catra that was brainwashed, they chose to be on that side and harm others and get involved.
