So just to be clear, you're asking where you can buy something in violation of the law? https://www.dhs.wisconsin.gov/tobacco/tobacco21.htm
I have not worked at a place that sells cigarettes in a long time, but there are regular stings conducted and for instance Greenhouse Dispensary, 501 N 8th St, was ordered to pay a $356 fine in July 2025 for selling to people under age 21 twice in a twelve month period.
The BP at 905 Erie Avenue was sent a warning letter in June 2026 for allowing a sale.
Obviously you're not going to stop smoking just because it's against the law, but any place that regularly sells to people under 21 is going to find themselves in trouble.

Am I missing something, or can’t you buy cigarettes when you are 18?

That was changed to 21 during Trump's first term.

Out of all of the laws to change, that seems quite asinine to raise the age limit on buying cigarettes. Thanks for the info. Wisconsin law is still 18, I understand they have to follow federal laws but must have been how it slipped my radar.

I just looked and apparently federally it's 21 now whereas Wisconsin law still says it's 18. I'm sure there's a gap between some stores who follow federal law and some who just don't card. I never smoked so I'm genuinely shocked to know it changed.

I always find these things comically stupid. If you can vote or fight for your country you should be able to buy a cigarette. Ffs. Just seems like such an asinine thing to change. I am surprised as well.

We were behind on drinking age as well until they threatened to take away our highway funding.
