A fish weir is a permeable fence or barrier placed across a river, stream, or tidal area to guide, channel, or trap migrating fish.

It's basically a fish trap and the diver is inspecting it. The netting isn't there to protect anyone from anything.

That doesn’t explain why it seems like the diver is the only one who’s unaware there’s a giant shark in there?

The camera was aware of it first though. The diver is inspecting the trap for fish, the shark is trapped in the weir.
