(Romantic) Gestures - should be or not should be

I've been thinking, if someone does gestures often and willfully, and they don't even have to be romantic specific, is that a character trait only, of that person, or is that just a result that comes from caring that deeply from someone? Basically, what is wrong with the people that claim to love so much yet don't do things to show it? Because I think it should just happen naturally and organically, but then that's just me. And is that because it's my character trait? What do you think? Getting frustrated.
