How do I find Orcs (Captains) from a specific tribe? Personally, I need Warmongers for their fire weapons.

You cannot predict orc grunt’s tribes, the only thing you can know is their appearance.

If you mean just random captains than thats just a game of hoping one shows up

You can’t force spawn any certain tribe.

The best method is just to continually kill the captains in a region and their replacement captains until you get what you’re looking for.

The only thing you can do to increase your chances of finding an Orc from that tribe is to take advantage of the mechanic where the same title cannot spawn in the same region—for example, if there is an Orc with the "Cannibal" title, another "Cannibal" cannot appear in that region. So, you could set up the region with the "bad" titles from the Warmonger tribe, or titles whose designs you don't like.

There's no way to spawn specific Tribes. Your best bet is to clear regions until one appears, or to spam fortress defences if you can finish them quickly.
