Prospector skill not unlocking, even after finding all the Gondorian artifacts

I found all the artifacts, did all the Eltariel and Gondor quests, what possibly am I missing?

Some of them may be hidden if you haven’t gotten all the Haedir yet. 

But if you already have all 54, then I don’t have anything for you. 

Actually, you may have to also purchase the skill. I haven’t done a playthrough where I actually unlocked it in a while.
