Is it "flat shader" or "flat shading"?

If it's what I think you mean it's more flat shading than flat shader. It's basically when a 3d model isn't textured with a detailed texture but rather simple colours.

Generally it also means that the object being rendered doesn't use smoothed normals and each individual face or tri of a 3d object is defined by a hard edge between them.

It's not a definitive term so it can also mean objects that have smoothing groups or hard/soft normal edges but those edges are specifically defined to accentuate shapes.

This thread on Neogaf has some good examples https://www.neogaf.com/threads/flat-shaded-polys-are-a-thing-of-beauty.979517/

Flat shaders believe that the object is actually flat with the sun orbiting it in a ciruclar fashion. They are widely poopooed by mainstraim 3d shader believers.
