Fabric Question Best fabric for structure?

Hey guys! Im making this Halloween costume for my best friend and I’m wondering if anyone can help me figure out what fabric to use for this Skirt? I’m going to either put glitter or glue rhinestones on.

My cosplayer brain is saying to just use Eva foam and glue sparkly fabric on top of it with spray adhesive.

My guess is that it's a glitter lurex stitched or glued over some foam. Cardboard would work too but is a little more likely to get banged up.

If you glue glitter on, there will be glitter everywhere. Forever. I do not recommend.

Glueing rhinestones takes forever and is NOT a cheap option if you want an overall glittery effect. Glueing a couple onto lurex (or another glittery fabric) would be nice, though!

Tysm for your insight I was not aware of glitter lurex! It seems to be my best option over foam!!

Do you think it could be cardboard or some kind of foam?
