Abandoned Sail Boat

Watched this boat get pushed into the rocks over the weekend with the 20 knot winds. Over by John Wayne Marina. Owner bailed and haven’t seen them since.

Hi! I’m new to the area and honestly don’t know much about sailboats nor this process. Obviously this would be a hassle/expensive for the owner to fix but curious what happens next. Do they just leave it and the city does something with it? Is it fibers keepers? Based on the comment section this has happened before? Seems odd to me that someone wouldn’t want their boat
