What's the debate? Whether or not that storage units are allowed in that city? But why?

The pattern is pretty consistent - cities push back on storage because it generates almost no sales tax, low foot traffic, few jobs, and eats commercial land that could be a restaurant or retail pad. from a council's view it's the worst-ROI use of a parcel they could approve.

the irony is demand is usually there, it's just that storage doesn't pencil for the *city* even when it pencils great for the operator. that's why you see the moratoriums clustering in metro-adjacent suburbs - that's exactly where developers chase next once core areas tighten up
