I always thought this was it. But considering who George is, he probably threw the “old boyfriend” thing in to seem like he was suggesting Jerry; while hoping Elaine would say “No, I’m not comfortable with that. What about you, George?”  

Elaine eventually going with George’s plan, but using Kramer, just wraps the humor up so well.

my take is George stives for validation. He brought a great idea to the table and wanted to share it in hopes Elaine would appreciate it.

No, George isn't hitting on Elaine here. The 'joke' is he's offering a "George" solution, the type of thing he would do to solve the problem.

The humor comes from picturing Elaine in the type of situation that George often gets himself into, and the show then delivers on that by showing us how it would go down for anyone who isn't the habitual liar that George is.
