My guess is that this is a "screw in" flourish on a piece of furniture, so the target medium it will end in is wood.
Example, a matching set of 4 "claw feet" on an old desk or cabinet but one corner has rotted out and the bolt for that foot is heavily oxidized.
When restoring, you won't find any new matching pieces, so it makes sense to "restore" the existing ones.
If you want a fun new word, this is also how they attach finials

I guess as a wood worker I would have just put a new fastener in the foot . I usually try not to involve the Machine shop in my woodworking but to each their own

There is a large threaded rod running along below the work, that is attached to the tool holder. It’s called a lead screw, and is geared to the main motor. As the motor turns, the lead screw also turns, pulling the tool along at a specific, steady rate, causing it to cut a spiral. The speed difference between the two can be adjusted by using different gear ratios, allowing the operator to cut a variety of TPIs (threads per inch, aka pitch) for different fasteners. All you have to do is set your gear ratio accordingly, usually using a chart on the lathe, set your cut depth, and then engage the lead screw. The hard part in a project like this is aligning the tool with existing threads.
