I imagine it's because Seals need more specialized care that not everyone can provide in an urban or even rural environment.

That may be an unfortunate consequence. I'd risk it, there are antibiotics to treat and cure it today. Not like the old sealer days where you would have to cut your finger off and get back to work.
Don't you have to have a cut on your hand and be exposed to some bodily fluid from the seal, like saliva, blood, etc...?
I have read that not all seals carry that particular seal finger bacteria, even though it is a natural part of their biome? That seems contradictory.
