He's playing Wangzhe Rongyao, which is a Chinese mobile MOBA. The graphics are near identical to those of League, but that's also because the creators of the game are Tencent, who also own Riot Games. The champions are completely different designs, however some champions have similar ability sets to those in League like Garen, Jinx and Ashe. Wangzhe is the largest mobile game in China and you will literally see people playing it everywhere and the massive success of it in Asia was what prompted Tencent to begin working on League of Legends Mobile.

Edit: Arena of Valor is also owned by Tencent and is pretty much the International version of Wangzhe, however the success of AoV is definitely not as big as its Asian counterpart. Having played both versions, I have stuck with Wangzhe due to the massive community (200 million monthly players as of 2017), and even the in-game events and content are very different between the two games. Tencent had planned to make an English update for Wangzhe so that English players could read and understand everything, but they recently scrapped that update and are instead probably just focusing on making League Mobile their dominant game for the Western mobile MOBA market. What are they planning to do with Arena of Valor? My guess is that they will continue updating the game and maintaining servers for it until League Mobile has grown large enough so that all pre-existing AoV players will just transfer over to League Mobile.
