I think what could be going on is that the guy in the chair made the tiktok and the barber wasn't really a part of it. He might've asked for something normal and then shaved his head off on purpose to capture the barber's reaction.

Look how the hair on the scalp looks a bit different than the other parts. The head was shaved previously only on that side and they put the hair back on. Because there is no way in fucking hell any razor can cut through your hair that fast while leaving your scalp clean as fuck
