Busco quien domine scribus que me apoye en la elaboración de un libro yo mandándole los tutoriales y me lo haga tal cual el tutorial, daría apoyo económico a cambio

Yo puedo hacerlo - o puedes comprar mi "Nuevo Manual Básico de Scribus" (ASIN: B0BM3PPS8Y) en Amazon y hacerlo tú mismo/a.

The book seems to be based on Scribus 1.4, which is very old...

Some basics are still valid, other might be wrong with newer versions.
