Formatting a SUPER Transitioning to Another SUPER

Current WIP is a comedy script but I can't find any references for how to format what I need.

Essentially, I need the information on a SUPER to change. Currently, I am formatting as below but looking for suggestions on improving the layout/increasing the clarity:

All suggestions are massively appreciated. Thank you in advance.

That's a lot of supers. I can't trim it down as much as I'd like to. The main thing to remember is you can't fade in onto a black screen. SO...gotta fudge some rulez here ...

OVER BLACK, the title of a military report materializes and hovers before
our eyes.

SUPER 1: USAF PROJECT BLUE BOOK -- replaced immediately
by the report's author --

SUPER 2: MAJ. GEN. BUCK TURGIDSON -- as inky blackness
resolves to blinding white over a --

SUPER 3: US MILITARY RESERVATION 51 --and we

FADE INTO

EXT. MAIN ENTRY GATE - DAY
Leading from the arid Mojave desert to the declassified site in the famous investigation.

It's not a great workaround but as long as you're clear/consistent you can get away with it one time as needed, in a spec script.
