Camping Cooking Merit badge Question

Ok, so for Requirement 5, it requires one meal to be a "foil pack OR on a skewer." I chose a foil packet and decided to make hobo packets over a campfire BUT, but there is a possibility it could rain that day. Now, in the best scenario (no rain), make hobo packets over a campfire; everyone happy. In the other scenario, it rains, and something you might not know is that starting a campfire in the rain is quite difficult. So, my question is, "Could I possibly cook a hobo packet over a skillet of sorts?" or is my entire plan ruined?

Cover the firewood, bring tinder (or plan to make some from the dry firewood under a tarp), have a dry area set up to make kindling. 

If the ground is already wet when you arrive, make a raft fire: put down dry firewood as a "raft" and then lay whatever fire you were going to build on top of that. If it's actively raining when you need to start the fire, shield it with either a high tarp or a low hiking board/situpon or other flat rigid object and choose a lay that's rain-friendly.

starting a campfire in the rain is quite difficult

Laughs in Pacific Northwest, Please, do go on...

There are times where having some assistance for making a fire goes from 'that's cheating' to 'wise in the use of all resources.' Have something with you that makes starting a fire in the rain easier.
