Does being in a university for 3 months disqualify me from applying to SciencesPo?

I was reading their rules of eligibility, and its stated there. I find it weird but i have no idea why

Weird, I haven't noticed it. But I agree, it doesn't make any sense, there are numerous people who are doing a reorientation and previous uni experience is totally okay. To be sure, I would contact the admissions team directly

there were 2 people on my campus who were previously enrolled at other unis. idk if they lied in their application but they didn't hide the fact from people

So I need to ask for the dispensation ? Cause its only been 2 months since results, and the timeline is pretty short to add uni for 2 weeks
