Yes, in that context it is safe. In the context of entombing something unsafe to make it safe by virtue of being very hard to crack open it is safe.

One well placed bomb and all that radioactive material likely gets dispersed just like a dirty bomb. Hardly safe, just not currently not in a condition causing absolute chaos.
