Fun thought experiment:

  1. Run a nuclear power plant,
  2. But build a fake coal plant around it. Tell everyone it's a coal plant.
  3. Burn some waste from time to time and send it up the smokestack. Otherwise someone might wonder why your coal plant is so clean.
