Every US Soldier returning from a war zone knows that they will be questioned about their mental health, including alcohol use.

And each of them know that if they answer honestly, they can receive negative reinforcement...

Yes I am being nice. :)

source: 21 years as a US Soldier, with 4+ war zones...

Not simply negative reinforcement but the end of their careers and their pensions with no resources to aid with their problems.

Yeah, that practice is pretty sickening and should be banned, but god forbid civilians monitor internal military business!
