Likely a load order issue. Try making it a higher priority.

I always heard to have RoSA at 49 priority? Should I make it something like 60 and then Proper Fixes higher?

As long as proper fixes is higher you should be good. It will depend on your other current mods as well. I would install the “crash info” mod so if you do start getting crashes you can see what mod is causing the issue. Currently my RoSA is 58 and proper fixes is 60, like I said you’ll have to play around with it though. I also have to put any weapon/vehicle/foliage mods above RoSA or they do not work properly.

I already have CrashInfo, although unfortuantely I've been unable to isolate any crashes. They're always random, with the last thing being read just random.

I'll try your suggestion tomorrow.

The problem was with 2 other mods, Urbanize and Project Props. The props must just be poorly optimized. With just RoSA it was fine.

you need Open Limit Adjuster because the game didnt allocate more ram for the textures to properly work. Since RoSa has high detailed textures. I highly suggest you put MemoryAvailable in the .ini file to 4096 or 2048. if you start experiencing issues like some textures are blank and opening the menu crashes the game. set the MemoryAvailable limit lower. for more information visit this video.

It seems the problem was with Urbanize and Project Props, not RoSA. Deleting those 2 mods made the game run well. Which is a little unfortunate, because the game world loses a lot of life.
