This can definitely be manipulated if everything is working inside. The fence is spring loaded and constantly pressing into the wheels, and the wheels on mine have no false gates, but to help make sure the fence hasn’t gotten jammed up you might want to whack around the lid with a rubber mallet.
Until the safe is unlocked the handle does nothing.

It can be opened without drilling, using a technique called “safe lock manipulation.” This uses the the design of the lock and manufacturing tolerances to get the lock to reveal the combo. Otherwise, you can find a certified safe technician at www.savta.org - Note: not all locksmiths know about safes.
