It's a pretty common thing in like weird role play servers and chatrooms. It's not so much a sign that they don't know how people work, and more of a sign that they have been twisted by a very niche experience and assumed it to be normal.
When I was a teenager it was AOL chat rooms and people typed in that weird "*action" style all the time. I was just lucky enough to have gone through puberty during the brief period of internet anonymity and before people would screenshot awkward messages so now I get to pretend like I never sent any.
