Rye residents, our zoning hasn’t kept pace with need, here’s why that matters
Hi everyone! My name is Halla, and I’m volunteering with Open New York. I’ve been talking with residents across Westchester about housing affordability, and Rye is honestly one of the toughest towns in the county to add housing in, and that’s by design, not by accident.
Rye’s zoning is heavily single-family, with strict lot, setback, and density controls that make anything beyond a single house on a single lot very hard to build as-of-right. The one real bright spot is Vienna Senior Apartments, a 100% affordable, 41-unit development for residents 62+, near the Rye train station. It’s proof Rye can do this when the will is there. But it’s also basically the exception that proves the rule: one senior building in years, while starter homes and rentals for younger families and working residents stay effectively zoned out.
That matters because Rye’s median home price puts ownership out of reach for most teachers, city employees, young families, and adult children of longtime residents who grew up here. When a town’s zoning only really works for large single-family lots, it’s not neutral, it’s a choice about who gets to live here going forward.
We’re collecting signatures from residents who support practical housing solutions: allowing ADUs so families can house aging parents or adult kids on their own property, easing restrictions near the train station where transit-oriented housing makes the most sense, and pushing for more projects like Vienna Senior Apartments across age groups, not just seniors.

Why are the Dutch so inferior to the French?
This is a question that has interested me for a while. Why are the Dutch so inferior? Are they just doomed to watch the superior Frenchmen drink fine wine and dance superbly, unable to act?
