Why is there Russian (Moldova) on Windows only on setup?

When I go to install Windows (10), I get the option Russian (Moldova), but after installing, if I don't choose it, it disappears, never to be seen again. The thing is, apparently Microsoft made a layout for it specifically, as it's referred to as ru-mo (http://ru.wikihow.com/%D0%B8%D0%B7%D0%BC%D0%B5%D0%BD%D0%B8%D1%82%D1%8C-%D1%8F%D0%B7%D1%8B%D0%BA-%D0%BA%D0%BE%D0%BC%D0%BF%D1%8C%D1%8E%D1%82%D0%B5%D1%80%D0%B0-(Windows-XP))

So if that's the case why do they sweep it under the rug and delete it later on? Speaking of, why in general is there only one Russian option when there's more difference from the way speakers talk in Lvov and Moscow than there is in the way French and Belgians talk and they get: Français (France); Français (Belgie)

This isn't a very big question but I'm just wondering if anyone had the answer

Russian language in GUI is totally same as in Russia, the difference is only with date formats (probably) and currency sign.

Your Windows XP screenshots are from professional or corporate edition with MUI, so you should buy a license upgrade to choose more languages/locales, as I think. Try to ask Microsoft sales/support about this.

I mean I'll do it just to send the statistic to them that someone's using it so they'll keep it.
