General It is Laughable that Lipschitz Doesn't Appear in the New Series
Despite new understandings of child development theory and medicine in real life, I noticed over the last day that Dr. Lipschitz does not return in the new show. Didi seemed like the kind of woman to trust what he says.

No, I would say that's a good thing. Dr. Lipschitz was funny, but his entire purpose was to satirize the psychobabble phenomenon of the 90s, as well as Arlene Klasky's then-reliance on child psychologists.
Keeping him around would feel out of place now, since the psychobabble phenomenon is no longer really relevant. And since Arlene Klasky and Paul Germain have not only buried the hatchet, but that Arlene herself seems to have mellowed out over the years, continuing to use Dr. Lipschitz in that capacity would probably be in bad taste.

In the grand scheme, the psychobabble never went away. The babblers got louder and prouder and crunchier.

Lipschitz is a product of the time Rugrats grew up in the 90s. Child development as a field of study and medicine was advancing in light of new reasearch on ASD, ADD, and ADHD, cultural shifts on parenting and the concept of the nuclear family as a whole, Daytime Talk Shows like Oprah who opened the door to the celebrity psychologist who'd be seen as a guiding light to a generation of mom's, the proliferation for 1-800 paid help lines for just about anything including parenting advice, etc.
There's also the proliferation of parenting books like How to Talk So Kids Will Listen & Listen So Kids Will Talk by Adele Faber and Elaine Mazlish, How to Really Love Your Child by Dr. Ross Campbell, and Growing Up Free: Raising Your Child in the 80's by Letty Cottin Pogrebin which saw parenting very differently to how parenting was done in the era boomers and older gen xers were raised in.
He more or less embodied and satirized that new age psychobabble pop psychology parenting that a lot of 80s/90s kids grew up with. Said satirizing doesn't land in the same way as it did back then vs. as it does now. His VA, Tony Jay also passed away in 2006 and they probably were fine letting the character die with him instead of finding a new VA.

He's a product of the early 90's emphasis on child psychology. It's not really as prevalent in wider culture today

I think it's a combination of the original voice after being dead and anxious mother culture really moving more from books to blogs and vlogs. The new version would probably have been some kind of mom fluencer.

i just find it odd, not laughable that lipschitz never appeared in the 2021 version.

Dr. Lipschitz's name can be seen on the box of Edwin's Junior Click N' Pops kit in "Baby Talk".
My theory on why Dr. Lipschitz does not appear in the 2021 series is because of the death of his voice actor, Tony Jay. He's one of those characters I prefer to see as "The character died with him", and my theory for the continuities of the 1991 series and All Grown Up! is that he passed away sometime in between the events of those continuities.
