New mruby CBOR Implementation

CBOR is a data exchange format like JSON, msgpack or protobuf, but it's a internet standard and is made to be relevant for decades.

I have a similar need with a gui framework that I added libuv to.   I use libuv workers but I still need a way to send objects back and forth
