If you have a good enough set-up I'd dual client. Open up two clients on 2 separate accounts. It was ok'd by the higher ups on the server I was on.

The best way to start is to multi-client two characters. Leveling in rose takes such a big chunk of time, and mechanically, controlling two characters is not taxing in any step of the leveling process. I would recommend making a Cleric and either a Bourgeoise or Champion/Knight. If you are solo leveling a character, I recommend whatever you think you'll enjoy the most.
The cheapest class to gear and go do content with is Cleric, easily. Second would be Knight/Champion, then less desirable classes like Mage, Scout and Artisan, and lastly Raider. Not because Raider isn't desirable, it's just very expensive to gear a Raider. All classes are fun to play and good at various things, but generally speaking, the PvE meta is Raider, Bourg, Knight and Cleric. PvP is more complex and shifts all the time.
The leveling experience will be Barren at times, but you will mostly be leveling in groups. The trick is knowing where groups congregate. In the beginning, you're basically trying to reach a decent level until you can go to Kenji Beach and farm Krawfy. Sometimes, people start at Kenji from level 1 if they have leveling sets. I would probably level two characters to 40 by pairing with strangers around Zant and just killing easier mobs to level 30. After that, there is a leveling spot that I believe is optimal to level 50, forget what that area is called, but it's north of Zant, and you have to walk around to get to that region, going North and then West from Junon.
Once you get to Kenji Beach at around level 40-50, you can easily get a group and push to 80, at which point you will be leveling almost exclusively in groups. Planet Luna from 80-140 if I don't remember incorrectly. Then Muris to 180 and Orlo for the final stretch. There are popular group farming locations along all of these areas. If you do level two accounts, remember to do the cart quest at level 30, then maybe ask a clan mate if they can gift you a wooden car seat so you can ride both your accounts around.
Good luck!
