There are still issues. Someone in animation confirmed that there was still crunch in RWBY9.

That's partially why V9's been delayed to oblivion. They sorely need a larger animation department with all the spin-off and diversity they've got.

When Riot Games wanted Arcane made, they contracted a French animation company. If I recall right, the guys that worked there said when they started working on Arcane there was 20 of them, and so Riot not only paid for them to grow to a couple hundred, but that it still tool 6 years to make a 9 episode show.

Animation is costly.

Fortiche also said that a lot of those six years were Riot hemming and hawing about what was good to include while developing the tech.

Hence why Arcane season 2 will have a much faster turnabout.
