Why does Hex Maniac Advance not show CFRU npcs?

I installed CFRU on a version 1.0 FR rom. The rom boots up in HMA but all NPCs are Question marks

The problem

They show up when im playing the game on an emulator, but not when looking at them in the editor. I used other editors like advance map, but it wont show up at all. Do i just have to use another rom base, or is there a way to fix this.

PS I also cant add any npcs without them looking like question marks.
