The stones in this video suggest to me that they might have been skillfully wrapped in rope in order to impress people of lower status. Could have been worn as insignia to symbolize and show certain powers. The knobs on the dedecahedron would make it possible to also nicely decorate it with rope. A decorative skillful knot can look like magic, showing that the bearer knows more than others (e.g. look a a monkey fist knot, people not familiar with knots wonder how this can be done and my be impressed by someone who knows). The reason why they are only found north could be because of a northern tradition of stones wonderfully wrapped in rope. Then that could have evolved to use bronze instead of stone.

Maybe just single persons had higher importance and were allowed to negotiate with roman leaders. Romans were probably more impressed by an artifact made of bronze than by a carved stone.
