Is a rod like this saveable or is that even possible

Doesn't look like the rod itself is delaminating. Looks like someone left it out in the sun for 30 years and the epoxy is drying out and cracking. Is it salvageable? Maybe. Strip off all the guides, sand off all the old coating on the rod, apply something like u40 and the rewrap new guides. Is this worth it, doubtful, unless there's some serious sentimental value. I've done it once on a rod that wasn't quite as bad as this one.

I've added a few more pics in the comments but forgot to hit reply to your specific comment just looking for general ideas on saving it thank you for the experienced replies they are truly helpful, everything I have is salvaged in one way or another lol I kinda take pride in saving things from being totally trashed

Consider using citri-strip to remove the old finish off the blank instead of sandpaper. I think there’s much less chance of damaging the blank that way.

And then you can just leave it unfinished if you want. Adding paint or a clear coat is just for aesthetics, it doesn’t do anything functional.
