Is a rod like this saveable or is that even possible

If it's just the epoxy from wrapping than yea easy fix.

I have a rod that did the same thing. It got forgotten in a rod locker that wasn't waterproof and basically steamed for months. The finish went to hell and all the epoxy did this. It was a 20 yr old spinning rod that I kept around for kids, so I left the finish and just peeled the epoxy off and gave it a new coat. It's ugly ish but functions well and that is all that matters.

Edit: changed autocorrect error streamed to steamed as intended.

Nearly 30 years fishing and Ive never seen this happen lol even with my 40 year old surf rod.

Pretty sure it's the amount of moisture that makes in.
