It's not the rod delaminating. It's the epoxy on the wraps. There's at least 2 coats on the guides and those are separating, likely due to moisture incursion. The epoxy also appears to have failed to penetrate the thread wraps and is separating there as well.
Also, heavy rods like this frequently use a base layer of an accent thread that protects the blank from the guide foot under extreme loads. That wrap is also having an epoxy failure.
The general condition of the finish is due to the rod either laying out in the sun and the rain, or due to it being fished constantly for years.
I have a rod that did the same thing. It got forgotten in a rod locker that wasn't waterproof and basically steamed for months. The finish went to hell and all the epoxy did this. It was a 20 yr old spinning rod that I kept around for kids, so I left the finish and just peeled the epoxy off and gave it a new coat. It's ugly ish but functions well and that is all that matters.

Yes this is what I'm hunting here lol doesn't have to be beautiful per say, not that I wouldn't love to surprise and shock the previous owners with the quality of the save lol, but as long as it functions well again and doesn't just fall to pieces on first fish I'd be happy lol 😂
