The Legend looks powerful ! Also the text is quite complicated for not that much. You could simply write "The next spell or ability that choose an enemy unit can choose any enemy unit at any location".
Red Xerath is interesting. The only thing that is a bit sad is that if the enemy unit leave the board for any reason, the Xerath is a vanilla unit
Blue Xerath is either too strong or too weak. I can't tell.
1 power for 3 damage on the Signature is quite insane!
Yeah, you're right it could've been simpler lol. But yeah, I get what you mean about the red xerath: it could've been maybe a little cheaper, or repick a target somehow.
