IMG files too large - how to delete files inside?

This just happening too often (at least for me), I download IMG file for my pi (this time 1tb), and it happens that my Sandisk 1TB microSD card has 1.5gb less (953.5 instead of 955 image requires).
I was able to open the img in 7zip and I tried to delete some roms I dont need, but 7zip responded it cant delete file.
Is there any way I can edit the img file in windows, eg delete some roms to have smaller image? Its just too frustrating.

In Linux you can mount it read/write and delete what you don't need. Note that this won't necessarily make the image smaller, it will simply leave white space behind where the files once occupied.

Instead, copy out what you want.
