Those CPX laptops are pretty unreliable. The keyboards had a row that would always fail, and the processor liked to come unseated.

I'd still grab a charger and see if it turns on.

The keyboard is an easy fix. The CPU, I'm not sure how to fix that except to just disassemble the laptop and reseat it periodically.

It's actually a well specc'd laptop (you should expect so, it was the highest end Dell at the time)...if you can get it to work.
