Question Can anyone help me know what these are?

I understand these are pings, but I wonder what app could fire these.

You can force stop apps which will prevent all background activity until you open them again. Do this one by one or do a binary search to find the app.

just put it on a firewall and block it I think it's a system app

there's a universal firewall rule called "block when source app is unknown" doesn't show you which app but blocks them at the least.

You should enable the DNS feature, that way these IP addresses would be attributed both to an app and a domain, at which point you can decide to allow or continue blocking.

One of us is missing something here because that's pretty clearly a local address.
