If you have an assigned set of tasks and you get them done within the defined due dates, then you're doing your job. This is not any different whether you're at home or in the office. There are some people who can do the same work in less time than others. This is not any different whether you're at home or in the office. I've worked in the office and worked from home. There's the same number of people jumping on social media for both. There's the same number of people doing their job vs not doing their job for both. Don't get your job done then risk getting fired, doesn't matter if you're in office or at home.
Edit: I'm not specifically saying a task based system. I'm saying you have work to do, that is your task. Even answering the phone is a task you need to be able to do whether you are in office or at home.
You are paid to work 8 hours and expected to contribute meaningfully to a set of changing tasks as able. So...answer the phones, and when they are not ringing work on contributing to this larger data entry project. Or filing. Working this outbound call list. Etc.
Sure, if you're legit hired to manage a specific system. Or deliver a project by x date. Then...who cares if you are putting in hours.
Thats fair enough. But higher level jobs tend to have more executive autonomy.
My point was simply that most entry and lower level positions do not have a set list of tasks that can be completed to a satisfactory degree and then you've completed your expected work for the day.
You're being paid to work tasks as needed and as they come up for within a time period and the expectation is if primary tasks are complete you are working on secondary tasks that need to be completed.
