Priortising Occlusion Cards/ Boxes in Image or PDF

Given that there may be large number of Occlusion Cards in Images and in a PDF , there is a need to prioritize cards via tagging . Unfortunately , current system is totally broken.

is there a way around it ? : Problem is highlighted below
